Transportation Program Analyst

CATMA is seeking a Transportation Program Analyst to lead data systems management, program evaluation, and analytics across our transportation demand management (TDM) initiatives. This role plays a central part in designing and administering travel surveys, analyzing data, producing reports, administering commuter programs, and translating complex findings into clear, actionable insights for members and public partners.

We partner with institutions, employers, and communities to design and implement TDM programs that reduce drive-alone trips, improve multimodal access, and support regional climate goals. We are a small, collaborative team making measurable impact through data-informed planning, innovative programming, and strong partnerships. 

Key Responsibilities 

Data & Program Evaluation 

  • Design and administer travel behavior surveys 
  • Analyze data using statistical and visualization tools to evaluate program performance and travel trends 
  • Maintain organizational databases and ensure data quality and consistency 
  • Develop performance metrics to measure program effectiveness and impact 

Program Operations & Member Support 

  • Manage commuter databases, including tracking participation and outcomes 
  • Administer and monitor TDM programs, including incentives and digital mobility tools 
  • Produce customized reports supporting member TDM plans and strategies 
  • Lead and contribute to planning efforts such as Institutional Parking Management Plans and multimodal strategies 

Collaboration & Strategic Support 

  • Prepare and present data findings to members, public officials, and partner agencies 
  • Develop and maintain dashboards that communicate key metrics 
  • Support CRM implementation and system improvements 
  • Assist with managing service agreements and performance reporting 
  • Collaborate with local and regional partners to align TDM strategies with transportation, land use and climate plans 
  • Monitor emerging trends and identify opportunities to improve data workflows and organizational systems 

Required Qualifications 

  • Bachelor’s degree in transportation planning, public policy, data science, statistics, environmental studies, urban planning, or related field (or equivalent experience) 
  • Experience designing and administering surveys (e.g., SurveyMonkey, Qualtrics) 
  • Strong analytical skills and ability to interpret complex datasets 
  • Proficiency in data analysis tools (e.g., R, SPSS, Power BI, Tableau, or comparable platforms) 
  • Experience managing multiple projects and deadlines 
  • Strong written and verbal communication skills, including presentation experience 

Preferred Qualifications 

  • Experience in transportation planning, TDM, or multimodal systems 
  • Experience developing dashboards and performance measurement frameworks 
  • Familiarity with CRM systems 
  • Experience working with public agencies, consultants, or nonprofit partners 
  • Understanding of climate action, parking management, or mobility policy 
  • Commitment to equitable, sustainable transportation solutions 

Compensation & Benefits 

This is a full-time, salaried, non-exempt position with a salary range of $46,000–$52,000 annually, commensurate with experience. CATMA offers a hybrid schedule based out of our Winooski, Vermont office, a flexible schedule that supports work–life balance, and occasional local travel with limited evening meetings. Benefits include subsidized transportation perks (transit passes and multimodal incentives), medical and dental insurance, a 403(b)-retirement plan, professional development support, generous combined paid time off, and 14 paid holidays. The Analyst reports directly to the Executive Director.
